Norwegian citizens who wish to apply for a passport must book an appointment and appear in person. This also applies to children under the age of 18.

Children born outside of Norway must apply for a national identity number at the same time as the passport application.

Norwegian citizens currently in the United States may apply for passports at the Norwegian Embassy in Washington, D.C., or the Consulates General in New York or San Francisco.

Applying for a Passport for Adults
Please bring the following documents to your appointment:

• Your previous Norwegian passport — even if it expired a long time ago.
• Proof of residence in the United States:
  • US Permanent Resident Card
  • US visa
  • US Naturalization Certificate / US passport
• Decision on reclaiming of Norwegian citizenship (if granted by UDI)
• Decision on retention of Norwegian citizenship after the age of 22 (if granted by UDI)

If the applicant does not have their old passport, another valid form of identification must be presented.

Norwegian citizens born abroad should also be aware that, in many cases, you may need to apply to retain your Norwegian citizenship before turning 22. More information is available on the website of the Norwegian Directorate of Immigration (UDI).

Applying for a Passport for Children Under 18

Please bring the following documents to your appointment:

• The child’s passport
• Proof of residence in the United States
• Both parents’ original passports
• The child must be present during the appointment

If the parents share parental responsibility, both parents must appear in person to give consent for the issuance of a passport to the child. Parents must bring their own passport or national ID card when giving consent. Consent may be given during the passport appointment together with the child, or at a different time before the appointment.

In the United States, consent can only be given at the Embassy in Washington, D.C., or at one of the Consulates General. The child does not need to be present if a parent is only giving consent.

It is possible to give either single consent or permanent consent. Permanent consent is valid until the child turns 18, meaning only one parent will be required to accompany the child to future passport appointments. For more information, please visit the Norwegian Police Service website.

General Information About Passports

Passport Validity:

• Children under 5 years: 2 years
• Children 5–10 years: 3 years
• Children 10–16 years: 5 years
• Over the age of 16: 10 years

Passport Pickup

Passports may be collected (by appointment only) at the Embassy in Washington, D.C., or at the Consulates General in New York or San Francisco.

If you wish to have your new passport mailed to you, please contact the Foreign Service Mission where you had your appointment for more information. If you would like someone else to collect your passport on your behalf, an power of attorney must be submitted.

Note: You must bring your old passport when collecting the new one.

To apply for a Norwegian passport for a child born abroad, the child must be a Norwegian citizen and have been assigned a Norwegian national identity number. If the child does not yet have an identity number, this must be applied for as part of the passport application process.

The Norwegian Tax Administration (Skatteetaten) has developed an online guide that must be used before submitting the application. After answering all the questions, the system will generate a list of the documents that must be brought to the appointment at the Foreign Service Mission.

If the Parents Are Married – Registration of Marriage

If the child’s parents are married, the marriage must be registered in the Norwegian National Population Register before an appointment is booked to apply for a national identity number.

The Foreign Service has no role in this process.

If the Parents Are Not Married – Registration of Paternity / Co‑maternity

If the parents were not married at the time of the child’s birth, paternity or co‑maternity must be established before applying for the national identity number.

• If the Norwegian parent is registered as living in Norway and unmarried, both parents must appear at the Embassy to sign a paternity declaration.
• If the father is Norwegian, unmarried, and registered as living abroad (for example, in the USA), an application for recognition of paternity must be submitted to NAV before the appointment. More information is available on NAV’s website.

Adoption

If the child has been adopted, the adoption must be recognized in Norway before applying for a national identity number. Please see BUFDIR’s website for more information.

Attendance and Processing Time

Both the child and both parents must appear in person at the Foreign Service Mission to apply for a national identity number and a passport.

In most cases, the process is completed within 2 to 4 months.

Individuals under the age of 18 may apply for a national identity number and passport at the same time. However, the national identity number must be assigned, and the passport must be issued before the applicant turns 18.

Adults must apply for the national identity number first and return later for the passport.

Emergency passports are primarily issued when Norwegian citizens abroad have lost their passport, or for other urgent reasons need a temporary passport in order to return to Norway. If you lose your passport or it is stolen, you may apply for an emergency passport for your return to Norway at the Embassy in Washington, D.C., as well as at the Consulates General in New York and San Francisco.

Loss or theft of a passport must be reported to the U.S. police. If there is not enough time to issue a regular passport before your return, you may apply for an emergency passport.

Criteria and requirements for being issued an emergency passport

To apply for an emergency passport, you must:

• be able to document your return trip to Norway
• bring valid identification (ID card, driver’s license, photo bank card, etc.)
• present a police report and lost-passport form
• bring two passport photos
• be aware that an emergency passport is valid for one trip only
• be aware that the Embassy cannot guarantee that border authorities in other countries will accept an emergency passport as a valid travel document
• hand in the emergency passport to border control upon arrival in Norway

If you have reported your passport lost and later find it, you must submit it to the Embassy, a Consulate General, or the police in Norway. It will no longer be valid as a travel document.

Please note that in cases of repeated loss of passports, the police may refuse to issue new passports.

Children

The same consent rules that apply to ordinary passports also apply when issuing an emergency passport to a child.

Note (New York)

In the state of New York, you will need a statement from Consulate General in order to file a loss/theft report with the U.S. police. You must bring the police report with you when applying for a regular passport or an emergency passport.

You may apply to reclaim your Norwegian citizenship only if you have previously been a Norwegian citizen and lost your citizenship when you became a naturalized U.S. citizen.

A person who acquired Norwegian citizenship at birth, but who has not resided in Norway for a total period of two years or in any other Nordic countries for a total of seven years shall lose his or her Norwegian citizenship upon reaching the age of 22. A person with sufficient connection to Norway may, however, apply for retention of his/her Norwegian citizenship. Sufficient connection is defined as visits to Norway that exceeds 180 days in total. The application must be submitted to a Norwegian Embassy or Consulate General before the applicant reaches the age of 22.

The applications are processed by the Norwegian Directorate of Immigration (UDI). The application should be filled out online. Please print the completed application and sign the cover letter with barcode from the application portal, together with the checklist and bring to your appointment with all the required documentation.

Documentation required

All documentation must be prepared before the appointment at the Embassy or Consulate General.

Please note:

Applications must be submitted to the Embassy or Consulate General before the applicant's 22nd birthday.

A signed cover letter from the application portal together with UDI's checklist must be included with the application.

If your application to retain your Norwegian citizenship was approved before October 19, 2015, this approval will not be reflected in the National Registry (Folkeregisteret). You can contact the Norwegian Tax Authority directly to have the information added:
