The Norwegian Embassy in Ankara is responsible for applications for visa and residence permit from 22 countries:
If you are a citizen of Türkiye, Iran, Azerbaijan, or a holder of a non-bimetric passport from Albania, Bosnia- and Hercegovina, North-Macedonia, Kosovo, Serbia, you have to apply for a visa to Norway and Schengen. Some third country nationals with residence permit in the countries we are responsible for, also need a visa. For more information as to which countries are visa free, see UDIs webpage.

Resident permit applications
If you are a citizen of Afghanistan, Albania, Azerbaijan, Bosnia- and Hercegovina, Georgia, Iran, Kazakhstan, Moldova, Montenegro, North-Macedonia, Kosovo, Serbia, Syria, Türkiye, and Ukraine, you need a residence permit if you are planning to stay in Norway for more than 90 days. Citizens of Syria can choose whether to apply from The Norwegian Embassy in Amman (VFS Beirut) or from our Embassy in Ankara. Citizens of Afghanistan can apply from our VFS in Tehran and our Embassy, if they are unable to travel to VFS Islamabad and apply with our Embassy in Abu Dhabi. Please read more here.
Applicants from Armenia, Kyrgyzstan, Tajikistan and Uzbekistan can choose to apply from one of our Visa Application centers (VFS), or from London-hub.
Some third-country nationals with a residence permit in the countries we are responsible for, also need to apply for a residence permit. Nationals of EU/EEA countries do not need to apply for a residence permit.
If you apply for a visa in representation, the rules and routines are the same as if you apply for a visa to Norway.

Please note that when a visa application is processed by another Schengen country in representation, it is handled according to their rules and regulations.
All applications for both visas and residence permits must be handed in at one of our VFS Global application centers in either one of the listen locations. Please note that it is obligatory to book appointment at all locations.
The Embassy in Ankara is responsible for countries where we do not have a Visa Application Center(VFS), and they want to submit an application for a residence permit in Norway. Generally, for all applicants, the passport needs to be handed in to VFS to be controlled by our Embassy. However, for countries where we do not have VFS, e.g. Armenia and Georgia, they can choose to travel to Ankara and hand in their application at VFS Ankara. After submitting your application at VFS, you will meet by appointment onlym, at our Embassy here in Ankara.
It is important that you follow these steps, to be able to meet at our Embassy:
2. After you have booked and appointment with VFS Ankara, you need to send an email to Royal Norwegian Embassy Ankara to book an appointment for passport control. In your email you can mention your purpose and your full name .
3. Embassy will book appointment for Id-Passport control. You will get back your passport after this control and are able to travel back to your home country and wait for an answer from UDI.
4. When embassy receive your application application will be register and transfer it to Udi for consideration.
5-When embassy receive a decision from Udi, we will inform you by sending you the decision as password protected document.

Norway has outsourced the receiving of Visa and Residence permit applications to VFS Global. In addition to accepting the application with all the necessary documents, VFS will collect biometrics and do a control of person. After finalizing this, the application documents will be scanned and both the physical case(except for applications handed in at VFS Tehran, where the documents will be sent to our Embassy in Tehran) and the electronic documents including biometrics, will be sent to our Embassy in Ankara.
VFS is your firstline for questions. However, if VFS is not able to assist you, you may contact the Visa Team at the Royal Norwegian Embassy in Ankara via this contact form. The visa team do not answer phone calls but will reply to your request within a short time.
The decision can be appealed, see the Public Administration Act Section 28 first paragraph. The appeal must be sent to The Royal Norwegian Embassy in Ankara. We will review the case. If we do not find grounds to reverse the decision, the case will be sent to the Directorate of Immigration.
All acts regarding an appeal can either be performed by you, or a person authorized by you according to a power of attorney following the guidelines available here; www.udi.no/power-of-attorney, or a lawyer representing you.
The appeal must be set forward within three weeks from the receipt of the decision, see the Public Administration Act Section 29 first paragraph, first sentence.
The appeal shall be signed by the applicant and indicate the decision forming the subject of the appeal.
The appeal should mention the grounds on which the appeal is based and any other information of importance to the hearing of the appeal.
The appeal must be written in Norwegian or English. If the appeal is written in any other language, an official translation must be attached.
The consideration time for appeals at the Embassy is two months. Please note that we do not handle appeals quicker than two months and we do not prioritize appeals upon request.
The appeal should be sent to The Royal Norwegian Embassy in Ankara by post or courier, or you may upload your appeal via the Application portal via this web-page. All documents must be scanned and sent with the appeal.
Please note that appeals cannot be sent via email
Some people do not need a visa to visit Norway because they hold a passport from a country that Norway has a visa exemption agreement with, they have a residence permit in an EU/EEA country or they have a special passport. You can find information as to who can travel without a visa to Norway here.
