The Royal Norwegian Embassy in Seoul does not provide visa-related services. It is the Royal Norwegian Embassy in Beijing that is responsible for visas and residence permits for applicants in South Korea. You can apply through the VFS Global Visa Centre in Seoul (https://visa.vfsglobal.com/kor/en/nor) and they will forward the application to the Embassy in Beijing for processing.
