The Royal Norwegian Embassy in Lilongwe is seeking a dedicated and forward‑thinking Programme Officer to join our team as soon as possible. This opportunity is open to Malawian nationals and residents who are passionate about contributing to meaningful change.
As the official representation of Norway in Malawi, and also accredited to Zambia, the Embassy works to strengthen diplomatic relations with both countries. The Embassy team consists of 6 diplomats and 14 national staff, working collaboratively in a dynamic and international environment.
The Embassy is responsible for Norway’s bilateral development cooperation with Malawi, with a strong focus on inclusive social and economic development. Our support spans key sectors such as agriculture, health, governance and human rights, working with partners to promote sustainable development and equitable opportunities for all.
We now invite applications for the position of Programme Officer, who will play a central role in managing the Embassy’s Human Rights portfolio. The successful candidate will become an integral member of the Embassy’s Human Rights and Governance team and will report to the Head of Cooperation.
While the primary focus will be on human rights, the portfolio may expand to include other thematic areas depending on evolving political priorities.
Key responsibilities:
- Manage grants for projects and programmes supported by Norway, including financial oversight, value‑for‑money assessments, and project and financial risk management.
- Engage in continuous follow‑up and monitoring of partners such as government institutions, UN and other multilateral agencies, and civil society organizations ensuring constructive dialogue and high‑quality implementation.
- Coordinate closely with development partners and sector stakeholders in the human rights and governance space to promote synergy and shared results.
- Collaborate with actors across the Norwegian aid system to ensure that all Norwegian support to the sector in Malawi is coherent, complementary, and mutually reinforcing.
- Represent the Embassy in relevant meetings, working groups, and thematic fora.
- Contribute to the Embassy’s analysis and reporting on human rights and governance issues for the Ministry of Foreign Affairs in Oslo.
- Perform duties as assigned, noting that the Ambassador may adjust the Terms of Reference in line with evolving operational needs.
Qualifications:
- A Master’s degree in Human Rights, Development Studies, Political Science, or another field directly relevant to the portfolio.
- At least five years of professional experience in programme or project management within human rights, governance, or social justice related sectors.
- Proven experience working with vulnerable and marginalized groups, demonstrating sensitivity, respect, and an inclusive approach.
- Strong knowledge of international human rights standards and frameworks, including principles of non‑discrimination, equality, and accountability.
- Excellent communication skills in English, both written and oral.
- Solid competence in Microsoft Word and Excel; familiarity with basic descriptive analysis or data interpretation is an added advantage.
- Experience with grant management processes will be considered an asset.
