You cannot book an appointment by email or telephone.
The Embassy is using an online booking system. After booking an appointment you will need to submit your application in person at the Norwegian Embassy in Abu Dhabi. To maintain your booked appointment, please be on time.
Please be advised that the application process and document requirements may change. Check the information below to make sure you have all the documents that are required before booking your appointment at the Embassy.
Incomplete applications will not be processed.
Please note applications for personal numbers and passports cannot be lodged in Qatar and Kuwait. All enquiries about personal numbers and passports should be addressed to the Embassy in Abu Dhabi.

Adults
- All applications must be submitted in person at the Embassy in Abu Dhabi.
- Print and fill out the application form before your appointment. The form must be signed at the Embassy. Passport application form for adults.
- Valid passport. If the passport expired more than three months ago, bring another valid ID.
- Card payment of AED 470.-
It is the applicants’ responsibility to prove their identity. The Embassy may ask for additional documents to establish the identity of the applicant. Applicants are advised to bring any document that may help establish their identity such as resident permits, Identity cards and foreign passports to avoid several visits to the Embassy.
Processing time
If your application is accepted, the passport(s) will be produced in Norway and sent to the Embassy in Abu Dhabi upon completion. Estimated processing time is currently 2-4 weeks.

Children under 18
- Applicants under 18 must be accompanied by both of their parents.
- Print and fill out the application form before your appointment. The form must be signed at the Embassy. Passport application form for children under 18. If the parents share the parental responsibility for the child, the application form must be signed by both parents. For partent's residing outside the UAE, Qatar or Kuwait the consent is given at the local police in Norway or a Foreign Mission (Embassy).
Note that is no longer possible to give consent at honorary consuls.
Note that parent not accompanying the child must give consent in person at the Embassy in Abu Dhabi before the appointment. The original passport of the parent given the consent and child’s personal number or passport copy must be brought with the appointment. Before booking an appointment, visit the Norwegian Tax Administration’s website: Norwegian national identity number to get a passport. The system will generate an overview of how to proceed further.
Make sure that you bring all the required documents listed below to your booked appointment. Incomplete applications will not be processed.

- The marriage of the child’s parents must be registered in the Norwegian National Population Register.
- Print and fill out the application form before your appointment. The form must be signed by both parents at the Embassy. Passport application form for children under 18.
- Original birth certificate in English legalised by the Ministry of Foreign Affairs (if the child is born in UAE, Qatar or Kuwait).
- Valid original passports of both parents.
- Parents and the child must meet for the appointment.
- A card payment of AED 280/- for below 16 Years and AED 470/- for above 16 years of age.
Once all the required documentations are met you can proceed to make an online booking appointment with the Embassy in Abu Dhabi: here. You will have to attend two appointments at the Embassy, as we cannot collect biometric data for the passport until the personal number has been issued.
Please note applications for personal numbers and passports cannot be lodged in Qatar and Kuwait. All enquiries about personal numbers and passports should be addressed to the Embassy in Abu Dhabi.
The processing time for a personal number application is approximately 8-10 weeks.
Once the application is received at the Embassy, it will be forwarded to the Norwegian Tax Administration who process the application. It is not necessary to follow up with the Embassy or the Tax Administration while the application is being processed.
You will be informed when your passport is ready for collection. You can pick up the passport in Abu Dhabi or Dubai. The Embassy will contact you for an appointment for you to collect it.
Please remember to bring your old passport.
If someone else is collecting your passport they have to bring their ID together with a letter of attorney.

Note that if your passport has ever been reported lost or stolen, it is no longer a valid travel document.
The Embassy can issue an emergency passport to persons with an absolute need for a passport. This passport is only valid for one return journey.
It is your responsibility to find out whether your intended destination accepts (non-biometric) emergency passports. You must also check if your country of departure requires an exit permit in the emergency passport before you can leave the country. Contact these countries directly for updated information.
There is no guarantee that an emergency passport will be issued in time for a planned trip.
To apply for an emergency passport, you need to bring the following to your appointment:
- A valid ID (e.g. a Norwegian driving licence, ID-card or bank card with photo)
- Print and fill out the application form. The form must be signed at the Embassy. Passport application form for adults and passport application form for children under 18.
- If passport is lost or stolen, original police report must be submitted.
- Copy of your e-ticket/confirmation of your booked ticket.
- Two passport-sized photos. Glasses must be removed, the eyes must be open and the mouth closed. The ears must be visible. The photo should be of good quality, in colour, taken against a light background, not older than 3 months, approx. 36x47mm.
- Card payment of AED 610.-

Who are eligible for an extra passport?
A person in possession of an ordinary passport may apply for a second passport when there is a documented need for it.
- Your ordinary passport has been delivered or is to be delivered to an embassy for a visa application. You must ask the embassy for documentation stating that your passport is withheld due to visa processing. You must also document that you are going on a trip/trips before the visa processing is assumed to be completed.
- You are going to travel to a country that does not accept that you have a stamp or visa from certain countries. You must document the need when you apply.
A letter from the employer must be submitted together with your ordinary passport. You can proceed to make an online booking appointment with the embassy: here.
Please note, second passports are valid for a maximum of 2 years.
An extra passport can either be an ordinary passport with a short validity or a temporary passport (emergency passport).
The same procedure as for ordinary passport applications applies (see information above).
Persons residing in Norway are obliged to report change of address to the Norwegian authorities. If you are staying outside of Norway or a Nordic country for at least six months, you must report the change of residence and new address.
You must fill out a form from the Norwegian Tax Administration and send it to the tax office at your place of residence in Norway, at least 14 days before leaving Norway. Please see the web pages of The Norwegian Tax Administration for the form and more information regarding this issue. You will get a letter when your move from has been registered. The letter sent to your new address abroad.
Name(s) stated in the passport application must be identical to the one(s) registered in the Norwegian Public Register (Folkeregisteret). If this is not the case, the passport application will not be accepted.

A person who acquired Norwegian citizenship at birth, but who has not resided in Norway for a total period of two years or in Norway and other Nordic countries for a total of seven years, will lose their Norwegian citizenship at the age of 22. The period of residence is defined as a continuous stay of not less than seven months. A person with sufficient connection to Norway may, however, apply for retention of his/her Norwegian citizenship. Such applications must be submitted before the applicant reaches the age of 22 years. Documents from United Arab Emirates, Qatar and Kuwait
The Embassy can only certify documents from United Arab Emirates, Kuwait and Qatar that has been legalized by the Ministry of Foreign Affairs in the respective countries.
You can visit the Norwegian Embassy in Abu Dhabi for attestation every Friday between 9am – 12 noon. No appointment needed.
Fee per stamp: AED 100/- by card.
Documents from Norway
Legalization process:
- The document should be certified by a notary public (usually the district court)
- The Ministry of Foreign Affairs in Oslo then legalises the document
- The document is certified by the foreign embassy in Norway in the country in which the document is to be used.
Note: As of 01.09.24 the Embassy of the United Arab Emirates in Norway is attesting Norwegian documents.
Notarial service
According to the Foreign Service Act, Section 13, the foreign service, i.e., the embassy, can perform any notarial service that a Notarius Publicus in Norway can perform, if it is in favor of a Norwegian citizen or the matter is otherwise connected to Norway or Norwegian interests. This includes, among others:
- Certifying that a document is original.
- Certifying the accuracy of a transcript ("True copy").
- Certifying a signature.
- Certifying that a person is alive (life certificate).
- Certifying that a declaration of intent has been made by a specific person.
The embassy can only certify a True copy of Norwegian original documents, such as Norwegian passports, birth certificates, and certificates of residency. This means that the embassy cannot certify a True copy of other countries' ID documents or other documents issued in other countries.
