Vacancy – Programme Officer - Temporary position

The Royal Norwegian Embassy in Lilongwe is recruiting a programme officer for a temporary position with a start date in the beginning of June This recruitment is open to Malawian nationals and residents.

The Royal Norwegian Embassy (RNE) in Lilongwe is responsible for official and diplomatic relations between Norway and Malawi and Norway and Zambia. The RNE is also overseeing development cooperation between Norway and these two countries. The Royal Norwegian Embassy in Lilongwe consists of 6 diplomats and 14 national staff.

The RNE has a temporary vacancy for the position as a programme officer that will primarily support in managing the embassy’s education portfolio. The successful candidate is expected to take up this position tentatively on June 3rd, 2024, and will be a part of the embassy’s health and education team headed by the Counsellor for Education and Health. The programme officer will report to the Head of Cooperation. Pending political priorities, responsibilities in other sectors than education might be added.

Key responsibilities:

  • Project/Programme management/grant management.
  • Financial management, including budget cycle and value for money analysis.
  • Project and financial risk management.
  • Results frameworks and results reporting.
  • Follow-up and monitoring of partners (government and civil society).
  • Coordination with other donors in the education sector.
  • The Ambassador can change the ToRs of this position pending need.

Qualifications:

  • Master’s in Education, Development Economics, Public Administration or similar subject that is relevant to the key responsibilities.
  • Minimum 5 years of experience working on programme/project management, preferably within the education sector.   
  • Excellent English communication skills both orally and written.
  • Excellent knowledge of Microsoft Word and Excel. The ability to run basic descriptive analysis in excel is an advantage.
  • Candidates with demonstrated experience in public grant management are preferred.
  • Fluency in written and oral Norwegian is an advantage.
  • Must be a resident of Lilongwe and possess a valid residence permit at the start date.
