An application for a personal ID number is submitted in combination with a passport application, in person at the Embassy in Tel Aviv. You must book an appointment in advance. To book an appointment, go to: Booking an appointment
Both parents/legal guardians must attend in person at the embassy to give their consent for the national identity number and passport application.
Consent can be given for a one-time passport issuance or as lasting consent for all passport issuances until the child turns 18 years.
If the parents are married, the marriage has to be registered with the Norwegian Tax Administration (Skatteetaten/Folkeregisteret) before the application can be submitted. For more information regarding marital status, se below.

These are the required documents to bring to the appointment in original:
- Original Birth Certificate in English or translated into English with apostille (physical or digital apostille) from MFA Israel For more information regarding Apostille, se below.
- If the child has another citizenship and a valid passport, bring the valid passport
- Valid passports for both parents
- If the parents are not married, a confirmation of paternity from NAV. For more detailed info see: Declaration of Paternity
- Payment confirmation: a printed confirmation of payment of application fee (can be sent to us by email in advance of the appointment) For information regarding payment, go to: Payment information
Information regarding Apostille
- Digital Apostille: There is a possibility to apply a Digital Apostille on documents: The digital Apostille Ministry of Justice
- Physical Apostille: Ministry of Foreign Affairs can apply a Physical Apostille on Israeli documents. You will find information about apostille in Israel on the following link: Certification of Israeli Public Documents Ministry of Foreign Affairs
- There are also private law firms who verify documents with a physical apostille
Information regarding Marital status:
In preparation for the application, the marital status needs to be registered.
- If the parents are married to each other, the man the mother is married to at birth is automatically considered the child's father. This is called the pater est rule. Prior to applying for a personal ID number and passport for the child, it is important that your marital status is updated in the Norwegian Population Register. If you are married, you need to send the original marriage certificate (in English) with an apostille to the Norwegian Tax Administration (Skatteetaten/Folkeregisteret). When your marital status has been updated (you will be informed) and registered in Norway, you can contact us for further process to apply for personal ID number and passport for the child.
- If the parents are not married to each other you have to apply to NAV for recognition on paternity. Once you get confirmation from NAV on recognition on paternity, you can contact us for an appointment and apply for an ID number for your child.
