It is not possible to apply for a Norwegian passport without a Norwegian ID-number. People without a Norwegian ID number must first follow these procedures, see: First time passport and personal ID-number
For applicants 18 years or older who have previously had a Norwegian passport, the following is required when applying for a new passport:
- The Norwegian passport to be renewed and, if expired, another valid passport or valid Norwegian national ID card
- Proof of valid residency in Israel (Israeli passport or residence permit/visa)

- For applicants with only Norwegian citizenship: Residence permit or a visa proving your valid stay in Israel
- For applicants with dual citizenship and not born in Israel: Documentation for your status in Israel, i.e. the "Certificate Attesting Israeli Citizenship" from the Israeli Ministry of Interior. The certificate must state the date when the Israeli citizenship was acquired, and according to which paragraph in the Israeli citizenship law it was acquired. - For applicants with dual citizenships and born in Israel: If you have lived less than 2 years in Norway, the certificate “Vedtak om bibeholdsbevilling” showing that you have retained your Norwegian citizenship after the age of 22 is required. - Please note that all documents must be in English or a Scandinavian language or translated to English by a certified translator.
- The processing time for a new passport is 2-3 weeks.
