Legalisation

What is legalisation?

Legalisation is a confirmation that a public agency's signature and/or stamp is authentic, as well as confirmation that the signatory has the position stated in the documents and therefore has the right to sign the document.

The legalisation does not confirm the contents of the document. Legalisation is necessary for documents issued by foreign authorities for it to have a legal effect in Norway. Foreign documents must be legalised in the country in which they were issued.

Legalisation process

Most Vietnamese documents or the copies can be legalized both at the Norwegian Embassy in Hanoi and Norwegian Honorary Consulate in Ho Chi Minh City.

Note: Vietnamese documents or the copies to be used in applications for Norwegian National Identity Number must be legalized at the Norwegian Embassy in Hanoi.

All Laotian documents or the copies must be legalized by the Norwegian Embassy in Hanoi.

1. The documents or the copies must be notarized by a notary public and/or district justice office in the relevant country.

2a.  The Vietnamese documents must be certified (consular authentication) by

          - Vietnamese Ministry of Foreign Affairs in Hanoi, or
          - The Department of Foreign Relations in Ho Chi Minh City.

2b. The Laotian documents or the copies must be certified by the Laotian Ministry of Foreign Affairs in Vientiane.

3a. The Vietnamese documents or the copies can be legalized by the Norwegian Embassy in Hanoi or the Norwegian Honorary Consulate in Ho Chi Minh City.

3b. The Laotian documents or the copies can be legalized by the Norwegian Embassy in Hanoi.

• If the document is in Vietnamese or Laotian language only, it must be accompanied by a notarized and legalised English translation.
• All legalised documents must be delivered by the rightful owner of the document.
• Legalisation of documents are free of charge.

Hva er legalisering?

Legalisering er en bekreftelse på at en offentlig etats signatur og/eller stempel er ekte, samt bekreftelse på at signaturen er fra en autorisert saksbehandler. Legaliseringen bekrefter ikke innholdet i doumentet. Legalisering kan være nødvendig for at et dokument utstedt av utenlandske myndigheter skal ha en rettsvirkning i Norge. Utenlandske dokumenter må være legalisert i landet de ble utstedt i.

Legaliseringsprosess

De fleste vietnamesiske dokumenter eller kopiene kan legaliseres både ved den norske ambassaden i Hanoi eller det norske Honorære konsulatet i Ho Chi Minh City.

Merk: Vietnamesiske dokumenter eller kopiene som skal brukes i en søknad for norsk personnummer, må legaliseres ved den norske ambassaden i Hanoi.

Alle laotiske dokumenter og kopier må legaliseres ved den norske ambassaden i Hanoi.

1. Dokumentene og kopiene må attesteres av en notarius publicus og/eller distriktsjustiskontor i det aktuelle landet.

2a. De vietnamesiske dokumentene må være sertifisert (konsulær autentisering) av:

• Vietnamesisk utenriksdepartement i Hanoi; eller
• Utenrikskontoret i Ho Chi Minh-byen.

2b. De laotiske dokumentene eller kopiene må bekreftes av det laotiske utenriksdepartementet i Vientiane.

3a. De vietnamesiske dokumentene eller kopiene kan legaliseres av den norske ambassaden i Hanoi eller det norske Honorære konsulatet i Ho Chi Minh City.

3b. De laotiske dokumentene eller kopiene kan legaliseres av den norske ambassaden i Hanoi.

• Hvis dokumentet kun er på vietnamesisk eller laotisk, må en notarisert og legalisert engelsk oversettelse av dokumentet følge.
• Alle legaliserte dokumenter må leveres av den rettmessige eieren av dokumentet.
• Legalisering av dokumenter er gratis.
