Norwegian citizens who were either born abroad or have not since 1964 been residents of Norway, must obtain a personal ID-number before a Norwegian passport can be applied for. Others may be informed of their personal ID-number by calling the Directorate of Taxes on + 47 62 88 23 20.
An enquiry for a personal ID-number is directed to the Royal Norwegian Embassy, and must be accompanied by an original copy of the applicant’s birth certificate (English). Birth certificates not issued by Norwegian authorities need to have an Apostille affixed.
Both parents passports must also be presented.
If the parents are not married, or if the marriage is not registered with the Norwegian Citizens register, a declaration of parenthood should be accompanied to the application. This form will be given and filled out at the embassy and both parents are to sign it.
