Since both Norway and Viet Nam are parties to the Hague Apostille Convention (from 11 September 2026), most Vietnamese public documents can now be apostilled instead of legalized.
Legalization is still required for:
- documents issued by diplomatic missions or consular offices
- administrative documents related to commercial or customs activities
How to proceed
Apostille
Step 1
Have the document notarized by a notary office and/or the relevant ward-/commune-level People’s Committee.
If the document is only in Vietnamese, have it translated into English and have the translation notarized.
Step 2
Obtain an apostille from:
- the Consular Department of Viet Nam's Ministry of Foreign Affairs in Hanoi, or
- the Department of External Relations in Ho Chi Minh City
Both the document and its translation must bear an apostille.
Legalization
Step 3: Have the document legalized by:
- the Norwegian Embassy in Hanoi, or
- the Norwegian Honorary Consulate in Ho Chi Minh City
Important information
- Documents must normally be submitted by the document owner. Contact the Embassy for guidance if the document owner wishes to authorize a third party to submit the documents.
- Legalization is free of charge.
- Legalization is available by appointment only.
