Norway-Viet Nam Green Strategic Partnership

The MOU between Norwegian Ministry of Foreign Affairs and Viet Nam's Ministry of Agriculture and Environment (MAE) was signed by Norwegian Ambassador Hilde Solbakken and MAE Deputy Minister Lê Công Thành in the presence of State Secretary Ragnhild Sjoner Syrstad, who was on a working visit to Viet Nam.

The partnership brings Norway's and Viet Nam's economic and climate ambitions closer together, with a strong focus on the green economy, circular economy and a sustainable ocean economy. It is expected that the Partnership will provide a platform to strengthen cooperation between public authorities, the private sector and other stakeholders, supporting the energy transition, climate action and environmental protection in Viet Nam.

Speaking at the ceremony, Ambassador Hilde Solbakken emphasized "The Green Strategic Partnership marks a new chapter in the longstanding cooperation between Norway and Viet Nam. Norway brings extensive experience in climate policy, sustainable ocean industries, renewable energy, and green maritime solutions. Through this partnership, we aim to work closely with Viet Nam to share knowledge, support innovation, and promote sustainable business practices. We see strong potential for Norwegian and Vietnamese companies to collaborate in delivering practical solutions that contribute to both countries’ green transition".

Norwegian State Secretary Ragnhild Sjoner Syrstad stated “the Green Strategic Partnership marks a milestone in Norway – Vietnam relations, building on 55 years of close cooperation and reinforces the two countries’ shared climate and economic commitments. She underlined that the MOU also will unlock opportunities for business cooperation in blue and green sectors, create jobs and promote sustainable growth”.

This year Norway and Viet Nam celebrate the 55 years of establishment of diplomatic ties between the two countries (1971-2026). Based on this strong foundation of close and trusted cooperation, Norway and Viet Nam are committed to turning this partnership into concrete results, and will work closely to promote sustainable growth and create long‑term value for our societies.
