First-time application for passport:
Please see the menu item below called "Personal number" for more information about how to apply for a passport for the first time.
Applying for a new passport:
From 1 June 2021, it is no longer possible to apply for ordinary passports at the Norwegian honorary consulates. All applicants, including children, must apply at the Embassy in Riyadh, other Norwegian Embassies or at a police station in Norway.
All applications must be made in person. You have to book an appointment in advance by sending an email to consular.riyadh@mfa.no
You can pay the consular fee for all types of services via POS terminal (mada atheer) at the Embassy by using your card. Also accepted here is VISA, Mastercard and Apple Pay. The Embassy will not be accepting any cash payments. Information about the fees can be found here.
NB: In order to apply for a passport, you need a personal number (please see below bullet/section).
Processing time:
The processing time for passport renewals is approximately 15-20 days. For personal number applications, the processing time is approximately 2-4 months.
Documents you need to bring
Children under 18:
- The child's valid passport.
- If the passport expired more than three months ago, the original birth certificate must be presented.
- Both parents' valid passports.
- ID (Iqama) for all.
- Please see the information box below regarding parental responsibility and consent when applying for a passport to a minor.
Adults:
- Valid passport. If the passport expired more than three months ago, please bring other valid photo ID, such as a driving license and/or national ID card.
Place and country of birth:
- The place and country of birth are shown in the passport. The information in the passport must correspond with the information registered in the national registry (Folkeregisteret).
- Many people are not registered with a country of birth in the national registry. This must be corrected before applying for a new passport.
- If the country of birth is not registered in the national registry, it will be shown as "unknown" in the passport.
- Please check if your country of birth is registered in the national registry if you are planning to apply for a passport. This applies even if your country of birth is shown in your old passport.

Retrieving the new passport
You will be informed by email when the new passport is received by the Embassy and ready to be picked up.
Note that the old passport must be voided/maculated before the new passport can be handed out.
Passports can be collected either from the Embassy in Riyadh, the Consulates General in Jeddah or Muscat, any other Norwegian embassies, or the passport authorities (police stations) in Norway. Alternatively, applicants can pay for a courier service for the delivery of the old passport and collection of the new passport to be posted to an address in Saudi-Arabia, Bahrain or Oman. This must be agreed upon at the time of application and arranged by the applicants themselves who holds the full responsibility for the delivery.
A person in possession of an ordinary passport can apply for a second passport when there is a documented need for it, e.g. in connection with extensive business travel that requires frequent visa applications. Applicants for a second passport must bring the following:
- A signed letter from the employer stating the reason for a second passport application (written on the organization’s letter).
- Valid original passport or expired second passport.
Please note: Second passports are only valid for two years.
If you have lost your passport in Saudi Arabia, the Embassy can issue an emergency passport for your travel back to Norway. An emergency passport is issued to those who have an immediate, urgent need, and do not have the possibility to await the issuing of an ordinary passport.
The emergency passport must be delivered to the police/passport authorities at the border control upon arrival in Norway.
Emergency passports are usually not issued if you have been given an emergency passport twice within the last five years, or have previously failed to hand in the emergency passport upon arrival in Norway.
You must schedule an appointment and meet up at the Embassy in person to apply for an emergency passport. Please contact the embassy for an appointment: emb.riyadh@mfa.no.
Please provide the following information in the email to the Embassy:
- The applicant's full name and personal ID number.
- Telephone number.
- Preferred appointment time/day.
- Booking/travel documents to Norway.
Documents required for an emergency passport:
- Norwegian ID document (e.g. driver’s license, debit/credit card with picture and signature, or a Norwegian birth certificate).
- A police report from a local police office, stating the lost/stolen passport. The report must be presented in its original form together with a version translated into English.
- A completed “Notification of loss of passport” – form (“Søknad om pass”).
- Two passport photos without headwear or dark glasses (high quality, same photo series, white background, max. three months old, min. 36x47 mm size). See the requirements here.
- Tickets/travel documents.
If you find a passport that has been reported lost, you must hand it in to the Embassy or the police in Norway. Please note that if your passport has been reported lost or stolen, it is no longer a valid travel document.
As of 01.11.2022, there are new rules for consent for passport/national ID-card applications for children under 18:
- All applicants under 18 must be accompanied by a parent.
- Both parents must give consent in person at a Norwegian embassy or a police station in Norway. They must present their valid and original passport or Norwegian national ID-card for identification.
- The parents do not need to come to the appointment together, as long as consent has been given at a Norwegian embassy or police station in Norway prior to the appointment
- A parent with sole parental responsibility must always accompany their child to apply for a passport.
Please contact the embassy on consular.riyadh@mfa.no for an appointment to give consent at the Embassy in Riyadh (excluding weekends and public holidays as listed on our website).
You can choose to give either:
- Single consent for one application, which is valid for three (3) months.
- Permanent consent valid for all applications until the child is 18 years old.
- Permanent consent can be given for both passport- and national ID-card applications.
- Permanent consent can be withdrawn. You must meet in person at a Norwegian embassy or police station in Norway to do so. It will not affect any applications that have already been approved.
- If you give permanent consent, the other parent can apply for a passport/national ID-card for the child without a new consent from you.

Everyone who wants to apply for a Norwegian passport must have a Norwegian personal number. This is also known as National Identification Number or "fødselsnummer". For more general information about the personal number, visit the Norwegian Tax Authorities' website (English| Norwegian).
For children born in Saudi Arabia, Oman or Bahrain, an application for a personal ID can be submitted together with an application for passport “Søknad om pass”.
From 1 June 2021, it is no longer possible to apply for a personal number at the honorary consulates in KSA and Oman. All applicants, including children, must apply at the Embassy in Riyadh.

This is to ensure that you bring the correct documents to your appointment.
- All the documents listed on the Norwegian Tax Authorities' website.
- Original birth certificate with names of both parents. The date of birth (DOB) certificate must be attested by the government authority and translated into English by a certified translation office.
- Both parents' original passports.
- If the parents share the parental responsibility for the child, and only one parent is able to attend the appointment, the other parent must fill out a power of attorney and send the original passport with the parent attending with child. Both parents’ original passports must be shown at the passport appointment.
Click here for Norwegian and English power of attorney forms. - If one of the parents resides or is currently staying outside Saudi Arabia, he or she must meet in person at a police station in Norway or at a Norwegian embassy abroad in order to give their consent.
- There is no need to bring passport photos as this will be taken at the Embassy during the appointment.
- DNA will be requested for children born in Saudi Arabia and Yemen.

This is to ensure that you bring the correct documents to your appointment.
- All the documents listed on the Norwegian Tax Authorities' website.
- Original birth certificate with names of both parents. The date of birth (DOB) certificate must be attested by the government authority and translated into English by a certified translation office.
- Iqama/residence permit
- Certified copy of the applicant’s passport or other valid photo ID.
- Information about the Norwegian parent's name and personal number. If the Norwegian parent does not have a personal number, there may be a need to show additional documentation.
- Two passport-size photos. Glasses must be removed, the eyes must be open and the mouth closed. The ears must be visible. The photo should be of good quality, in colour, taken against a light background, not older than three months, approx. 35x40mm.
- If you have changed your name after moving from Norway, please include a copy of your marriage certificate or other proof of name change.
When the personal number is ready, we will contact you to arrange a second appointment in order to collect biometric data for the passport application.

The result of your application
The embassy will be notified electronically once the National Population Register has allocated a personal number.
When the personal number is available in the Register, the embassy can start processing the application for passport for applicants under the age of 10.
Applicants over the age of 10 will be notified that a personal number has been allocated, and will be requested to book an appointment online to lodge an application for passport.
Legalisations:
The Embassy and the Honourary Consulates can legalise documents and provide the same services as the Notary Public in Norway.
Legalisation of documents are provided by appointment only. An appointment can be made by emailing the consular section at consular.riyadh@mfa.no.
The Embassy only legalises documents that are to the benefit of a Norwegian citizen or to Norwegian interests.
The document must be legalised by the Ministry of Foreign Affairs in Saudi Arabia or by the Ministry of Foreign Affairs in Norway before being presented at the Embassy. Please note that the Embassy cannot legalise documents from Somalia.
Applicants must bring all necessary documents to the Embassy, including their passport. Legalised documents will usually be available for collection on the next working day. The Embassy will notify the applicant when the document(s) are ready for collection.
Legalisation services are free of charge.
Notary public:
In accordance with the Norwegian Foreign Service Act section 13. Notarial acts, the Embassy and the Honourary Consulates may perform any act a notary public in Norway is authorised to perform, if this is done on behalf of a Norwegian citizen or the matter is otherwise linked to Norway or Norwegian interests.
This includes the following services:
- Confirm true copy
- Confirm signatures
- Confirm that a person is alive (life certificate)
The Embassy can only confirm true copy of Norwegian original documents, for example Norwegian passports, diplomas, birth certificates and residency certificates. We cannot confirm true copy of foreign documents.
Notary public services are provided by appointment only. An appointment can be made by emailing the consular section at consular.riyadh@mfa.no.

Passport Fees
From 19 October 2020, a new regulation on passports and national ID cards applies. From this date, it became more expensive to apply for a passport abroad than in Norway.
The reason for the change is that it is significantly more expensive to issue passports at the Foreign Service missions than in Norway. The new rates cover the costs of issuing and producing the passports and are calculated based on the average cost per passport at the Foreign Service missions.
- Ordinary passport for applicants over 16 years:
NOK 1,290. (450 SAR ) - Ordinary passport for applicants under 16 years:
NOK 770. (270 SAR) - Temporary passport (emergency passport):
NOK 1,690. (590 SAR)
Note that the cost is linked to the application processing and not to the issuance of the document itself. This means that the fee is not refundable if the application is rejected. A separate fee is also introduced for applying for a temporary passport (emergency passport), which is the same for adults and children.

Notary public fees
The Foreign Service in Saudi Arabia can perform any notarial business that a notary public in Norway can perform.
This includes, among other things, the following actions:
- Verify that a document is original
- Confirming the correctness of a transcript (true copy)
- Verify signatures
- Confirming that a person is alive (certificate of life)
- Confirm that a declaration of intent has been made by a specific person
Notarial services are only carried out by appointment. You can get an appointment by sending an email to consular.riyadh@mfa.no.
The fee for these services is NOK 288 (SAR 100).

Children under 5 years: Passports will be valid for 2 years.
Children between 5 and 10 years: Passports will be valid for 3 years.
Children between 10 and 16 years: Passports will be valid for 5 years.
Persons over 16 years: Passports will be valid for 10 years.
Passports for children born with dual citizenship not fulfilling the residence requirements, will only be valid until their 22nd birthdays. At that time they will lose their Norwegian citizenship unless an application to retain Norwegian citizenship has been received by a Norwegian Foreign Service Mission before the 22nd birthday. Please check bullet below on retention.
The Embassy can receive applications for retention of citizenship. The Norwegian Directorate of Immigration (UDI) is the authority that processes the application.

Police Clearance Certificate
Please send a copy of your Norwegian passport and ID (Iqama) along with your full address and contact details to consular.riyadh@mfa.no.
You also need to provide the purpose for obtaining this certificate and to whom the letter will be addressed to.
There is no fee for this service but applicants must arrange for pick up of originals by themselves.
