Agenda Item 6

Sixth statement by Norway during the fourth formal consultation on the Global Compact of Refugees held on 8 - 10 May 2018. Agenda item 6: Follow-up and review arrangements (Part IV).

Delivered by Counsellor Kjetil Elsebutangen

Thank you co-chair.

The follow-up of the global compact will be crucial. It must demonstrate the joint effort of every one of us in implementing what we agree to in this text.

We, the member states of the UN General Assembly, entrusted UNHCR with the task of developing and proposing a global compact on refugees, in close consultation with states and relevant stakeholders.

In the same vein, we find it natural that UNHCR, in close consultation with states and relevant stakeholders, takes the lead in developing and proposing ways to measure the impact of the GCR.

We do believe, however, that this task will require UNHCR to call on stakeholders with relevant expertise, such as the World Bank and OECD.

Moreover, we encourage UNHCR to explore possible interlinkages between measuring the impact of hosting, protecting and assisting refugees, as referred to in paragraph 48, and measuring the outcomes of the global compact.

We thank UNHCR again for your hard work and we are looking forward to the next draft and the fifth round of consultations in June.
