Step 1: Get information from the Norwegian Tax Administration on requirements for a national identity number
Applicants who wish to apply for a passport will need a Norwegian personal number. For children born outside Norway, you must submit the application for an ID number at the same time that you apply for their first passport.
Before booking an appointment, please go to the Norwegian Tax Administration’s website to answer a few questions which will assist you in preparing your application and necessary documentation: Norwegian national identity number to get a passport. If the child is born in Iran, please choose "other country".
After you have answered the required questions, the system will generate an overview of how to proceed further and the required documents.
The Embassy requires some additional documents, as listed below (Step 3).
Step 2: Book an appointment at the Norwegian Embassy in Tehran

Step 3: Appointment. Submit the application.

It is the applicants’ responsibility to prove their identity. The Embassy may ask for additional documents to establish the identity of the applicant. Applicants are advised to bring all documents that may help establish their identity such as resident permits, identity cards, and foreign passports, to avoid several visits to the Embassy.
- Required documents from the Norwegian Tax Administration.
- If the applicant is below 18 years old, both parents must accompany the applicant or the absent parent must provide consent before the appointment.
- Passports of both parents, or if not applicable, another form of authorised ID document.
- If the child is a dual citizen, the foreign passport is also required.
- Birth certificate for the child legalised by the authorities in the issuing country. Foreign documents (certificates and copies of non-Norwegian passports) must be translated to Norwegian or English (this does not apply to international birth certificates) and legalised or endorsed with an apostille by the authorities in the issuing country. The Foreign Service Mission cannot do this.
- All applicants under 18 must be accompanied by a parent. The parents do not need to come to the appointment together, if consent has been given at a Norwegian foreign mission or police station in Norway prior to the appointment. Parents may give permanent consent that is valid until the child is 18 years old. For more information about consent, see information here here (Norwegian only).
- Cash payment of the passport fee payable at the embassy only in banknote, Passports cost EUR 70 for children under 16 years of age, EUR 120 above 16 years of age.
During the appointment you must provide biometric information; live photo, two fingerprints, and a signature. When applying for a first-time passport, all applicants have to have their photo taken by the passport kiosk, for children this is done at the time of submitting the application.
What happens next?
If all the requirements for a Norwegian passport have been met, a request for a national identity number will be forwarded from the Embassy to the Norwegian Tax Administration for processing. When the national identity number has been issued, the passport will be processed and sent to the Embassy.
The whole process takes between 2 and 5 months.
