In emergencies, the embassy may issue a handwritten emergency passport to Norwegian citizens who have an urgent and documented need for a passport, and when it is not possible to wait for a regular passport to be issued. The emergency passport is valid only for one trip back to Norway.
When you apply for a passport, the embassy must verify that all requirements are met and that there are no legal grounds preventing issuance. This means that some applications may require additional processing time. The embassy cannot guarantee that an emergency passport will be issued in time for planned travel.
If your passport is lost, stolen, or expired, and it is not possible to wait for an ordinary passport to be issued, please send an e-mail including your full name and date of birth, explaining and documenting the urgency, to: consular.tehran@mfa.no to book an appointment.
To apply for an emergency passport, you need to bring the following to your appointment:
- Valid Norwegian ID document.
- Police report about the lost passport.
- Confirmed flight ticket to Norway.
- Two passport-sized photos. Glasses must be removed; the eyes must be open and the mouth closed. The ears should be visible. The photo should be of good quality, in colour, taken against a light background, not older than 3 months, approx. 36x47mm.
- Emergency passport costs EUR 155, payable at the embassy only in cash and only in banknote.
All applicants under 18 must be accompanied by one of the parents. If the parents share the parental responsibility for the child, and if only one parent can attend the appointment, the parent who is not present must meet in person at a police station in Norway or at a Norwegian embassy abroad to give their consent.
