Norway works with a global visa service provider called VFS Global. Once you have registered your application online, you need to book an appointment at the VFS Global to hand in the application documents and to have your fingerprints and photo taken. VFS Global collects and checks all visa applications before sending them, along with your documents and ID, to the responsible Norwegian embassy in Ankara.
The Norwegian Embassy in Ankara is responsible for handling visa and residence permit applications from Iran. If more information is needed to complete your applications, you will receive a request from either the embassy or VFS to continue the process.
When the embassy in Ankara finishes your application, whether your visa is approved or not—they send the result back to the same VFS office where you applied.

If you have applied for a residence permit and your application has been forwarded to the Norwegian Directorate of Immigration (UDI), kindly contact the UDI if you have questions about the status of your case.
If you are outside Norway, the responsible authority is the UN High Commissioner for Refugees (UNHCR).
Under Norwegian law, you must be present at the Norwegian border or inside Norway to apply for protection.
