Recommendations to Türkiye (06.05.2025)

STATEMENT NORWAY 

UPR 49 Session of the Human Rights Council
on the human rights situation in Türkiye,
as delivered by Ms Jannicke GRAATRUD Minister, Deputy Permanent Representative of Norway in Geneva.

Norway wish to thank Türkiye for the presentation of its report. However, we remain concerned about the independence of the judiciary and legal amendments restricting the freedom of speech, and regret that Türkiye has withdrawn its ratification of the Istanbul Convention.

Norway recommends that Türkiye:

1) Ensure judicial independence and restructure the Council of Judges and Prosecutors in alignment with international standards.

2) Respect the right to freedom of expression and opinion, freedom of assembly and peaceful association, and repeal the Law on “Amendments to the Press Law and Certain Laws”.

3) Strengthen the right of women and girls and take necessary steps to prevent all forms of violence against women and girls.

4) Ensure the rights of LGBT+-persons and include sexual orientation and gender identity as motive for hate crimes in the Penal Code.
