Statement by Ambassador Bilal Ahmad, Permanent Representative, on behalf of a cross-regional group during General Debate under Item 3 on linkages between access to water and the full enjoyment of human rights

Mr. Vice-President,

            Pakistan is honoured to deliver this statement on behalf of a cross-regional group of countries on linkages between access to water and the full enjoyment of human rights.

Access to water remains integral to inherent human dignity and the right to life. It is key to the progressive realization of the human rights to an adequate standard of living, health, drinking water, sanitation, and food, among many others, as well as the promotion of gender equality and the empowerment of women and girls.

Given its centrality to human civilization and life, access to water is key to almost
all of the 2030 Agenda (for Sustainable Development), while water security is at the heart of Goal 6.

In the Pact for the Future, states decided to prevent water scarcity and ensure the availability and sustainable management of clean and safe water, sanitation and hygiene for all including through effective policy implementation. This renewed commitment was essential amidst the growing impacts of climate change, pollution, biodiversity loss and depletion of freshwater resources; with billions still lacking access to safe drinking water and sanitation at home, in education, or at the workplace.

We stress the imperative of strict adherence to international law, relevant legal instruments and applicable norms (e.g., inter alia, duty to coordinate and provide prior notification, equitable and reasonable utilization, the obligation not to cause significant harm) governing transboundary waters. Such frameworks are an indispensable safeguard for the enjoyment of all human rights and should neither be instrumentalized nor undermined.
