61st Session of the UN Human Rights Council

Interactive dialogue with the Special Rapporteur on Adequate Housing

Statement by Finland on behalf of the Nordic Baltic states

Delivered by H.E. Ms. Heidi Schroderus-Fox,
Permanent Representative

04.04.2026

Mr. President,

I have the honour to speak on behalf of the Nordic-Baltic countries.

I would like to express our appreciation to the Special Rapporteur for his report. Distinguished Special Rapporteur, as this is your final dialogue with us in this capacity, allow me to thank you for your dedication to advancing the right to adequate housing.

The Guiding Principles which accompany the report emphasize that resettlement cannot be treated as an administrative matter alone, but instead understood in the context of the human rights of those affected. Assessing the impacts on persons in vulnerable situations is important. The targeting of housing in conflicts is a grave human rights concern.

The Guiding Principles underscore the right to meaningful, free, active, informed, and ongoing participation of affected persons in decisions relating to resettlement. What are some promising examples of meaningful and inclusive participation to ensure the participation of all, including women and persons in vulnerable situations, you have encountered?

Thank you.
