61st Session of the Human Rights Council

Joint Interactive Dialogue with the Special Rapporteur and the Fact-Finding Mission on the Islamic Republic of Iran

Statement delivered by Iceland

16 March 2026

Mr. President,

I have the honour to deliver this statement on behalf of the Nordic-Baltic States.

During the Special Session in January, this Council strongly urged the Government of the Islamic Republic of Iran to respect, protect and fulfil its human rights obligations.

Thousands have reportedly been killed in the violent repression of nationwide protests that began on 28 December 2025, with security forces using lethal force, including assault rifles and heavy machine guns. Thousands more have been arrested and detained, sometimes without their families being informed of whereabouts, and peaceful protesters have sentenced to death.

This comes alongside a sharp rise in executions, with at least 1,600 executions in 2025.

We are alarmed by reports of widespread restrictions on civic space, continued persecution of women and girls, persons belonging to minorities and of human rights defenders and journalists, inside and outside the country.

The lack of credible national accountability processes perpetuates an environment of fear and repression for the people of Iran.

In this context, the work of the Fact-Finding Mission and the Special Rapporteur is ever more crucial.

The ongoing armed conflict has added another dimension to an already profound human rights crisis in Iran.

The Nordic-Baltic States urge de-escalation, respect for international law, including human rights and humanitarian law, and encourage a return to diplomatic dialogue.

Protection of civilians is of utmost importance.

I thank you.
