Economic, Social and Cultural Rights Obligations

Mr. President,

I have the honour to speak on behalf of the Nordic Baltic countries.

Progress in development and the realization of human rights is threatened globally, not least as a result of ongoing conflicts. Our countries are committed to supporting human rights, democracy, rule of law as well as the implementation of Agenda 2030.  We value the opportunity to consider human rights based solutions rooted in equal partnerships and highlight the particular importance of gender equality and civil society participation.

Civil, political, economic, social and cultural rights are universal, indivisible and interdependent. Domestic resource mobilization enables a State to fulfil its duty to respect, protect and fulfil all human rights. Strengthening taxation capacity enables governments to uphold these rights. How these resources are allocated is equaly important to build inclusive, gender transformative public services that fulfil human rights such as the right to health and the right to education.
