President,

The political declaration will be central to reaffirming the Convention’s purpose and credibility—at a time when it is under pressure. It should be clear. It should be principled. And it should be forward-looking.

Norway attaches particular importance to an unequivocal condemnation of any use of cluster munitions—by any actor, under any circumstances. This must remain a cornerstone of the Convention’s normative strength. We should use language that is clear and unambiguous. And we should avoid wording that could be read as qualifying or weakening this fundamental position.

It is equally important that the declaration reflects the reality on the ground. In recent years, the use of cluster munitions has caused significant civilian harm. Referring to these instances—and to their human cost—helps underline the urgency of the Convention’s objective: the total eradication of these weapons.

At the same time, the declaration should go beyond condemnation. It should encourage all States to actively discourage any procurement, production, transfer, or use of cluster munitions. Strengthening this broader norm is key to preventing future use and reinforcing the growing stigma attached to these weapons.

The declaration should also reaffirm the importance of universalization and full implementation. It should reaffirm the humanitarian principles that underpin the Convention—victim assistance, clearance, and risk education.
