Explanation of vote by Political Coordinator Meena Syed in the Security Council meeting on the Central African Republic, 29 July 2022.

We recognise the presence of the Foreign Minister of the Central African Republic. We thank the penholder, France, in particular, and all delegations for walking the extra mile to find a solution that is workable to all.

In all such decisions, we believe we should be guided by a good and factual balance: On the one hand, we should recognise and encourage progress where merited. But on the other hand, we must also recognise continuing and even increasing concerns – not least on IHL and human rights.

We have also on previous occasions commended progress and recognised continuing concerns in the Central African Republic. We do believe that this combined overall assessment is what should lead to a potential and gradual decrease of restrictions, in line with hopefully further progress made.

We firmly believe that an inclusive political dialogue between all parties, and with the continued support of the region and the international community, is the best way forward.

In this regard, we appreciate the references to the ICGLR roadmap-- which we also view as an important indicator, alongside benchmarks, for assessing further progress that is much-needed.

Lastly, as this is the last meeting in the Security Council in the month of July, I would also like to congratulate Brazil on a busy and successful Presidency.
