- Thank you to Morocco and the Secretariat for a concise concept note for this meeting, reminding us about the Pact for the Future and the 2025 Peacebuilding Architecture Review resolutions. Thank you also to the presentations by the distinguished briefers.
- In short, after more than 20 years, we know what to do and how to do it. Our great Peacebuilding Commission toolbox is full of evidence-based tools, and it is ready to be deployed. But the Peacebuilding Fund needs more funding from member states.
- More funding means speaking up for the good work that the UN is doing, on the ground, every single day, through the PBF. National ownership, therefore, also means helping the collective “we” mobilise financial and political support, including by telling the stories of how PBF makes a difference and informing our respective taxpayers. Its complex, it’s a broad menu, it takes time, there are setbacks – but in the end it’s a solid investment in global security and human dignity. This messaging works better when voices in host countries can tell stories. We all need to take national ownership over this unique global toolbox.
- This leads me to me next point: Peacebuilding is a global endeavor. We encourage all Member States to make use of the Commission as a platform to share their experiences and the challenges they face. As a Peacebuilding Commission member, Norway has shared experiences related to our reconciliation processes with indigenous communities, as well as our efforts to prevent violent extremism domestically.
- I also want to reinforce the importance of the PBC’s partnerships with international financial institutions. Continuing to strengthen these partnerships is a responsibility for all of us.
- Current reform messaging on UN80 is critical, but risks giving the impression that these unique global public goods are broken. So, let’s keep the accelerator on UN80 (reform, refine and optimise), but also speak up on the UN’s critical 24/7 work on peace and security.
- Finally, we emphasise that the PBC and PBF are critical to advancing the principles of the UN Charter. Its Preamble sets out the objective "to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained". The PBC and PBF play a key role in supporting efforts to strengthen those conditions, guided by the principle of national ownership, and you can count on the continued support from Norway - as a PBC member, a PBF donor, and a strong supporter of the UN - in this regard.
