Ever since the CERF was established twenty years ago, Norway has been a firm supporter of the fund. The CERF is unmatched when it comes to funding rapid needs-based humanitarian response. We also see the CERF as one of the most important tools to support anticipatory action to reduce the consequences of crises, including extreme climate-related weather events.
While needs are growing, total global funding has gone down. Flexible and predictable funding is therefore even more important than before. Through flexible mechanisms like the CERF, unearmarked support to partners and long-term strategic partnerships we enable humanitarian actors to prioritize and respond to those most in need, in the most effective and efficient way.

The CERF’s position within the Humanitarian Reset is essential. We will continue to support the CERF’s focus on protection, on gender, on localization – all needed in order to provide needs-based principled humanitarian assistance. At the same time, we need to rally around international norms and rules and ensure respect for international humanitarian law. We must ringfence fundamental principles such as women’s rights and gender equality. This must remain at the core of the reformed humanitarian system.
We encourage all states to contribute to the fund, which is truly a fund for all by all.
I am pleased to announce that Norway will support CERF with 450 million Norwegian kroner also in 2026, through our multi-year agreement with CERF. In addition, we will provide a top-up for 2025 of 20 million kroner.
