Statement at the Executive Board of UNDP, UNFPA and UNOPS delivered by Permanent Representative Ambassador Merete Fjeld Brattested

We are committed to the success of the UN80 initiative – not only in the form in which it has been presented, but as the beginning of a process that enables agencies, funds, and programmes to deliver joint outcomes for the Member States and adapt effectively to new situations.

We must all contribute to enabling the UN to deliver better impact together on the ground. “Delivering as One” has been a consistent message from Norway. We must assess the proposed structural changes from this perspective, and we must look at how they can strengthen the Resident Coordinator system and Country Team effectiveness.

We must prepare the ground for the proposed mergers of UNDP and UNOPS and UNFPA and UN Women, which are constructive proposals. We regret that the assessments cannot be presented in time for thorough consideration by member states well ahead of the board meeting, for the board to have an informed discussion. Transparency, accountability and inclusion are crucial to the success of this process.

It will be important to have a clear outline of the proposed merger processes, including timelines. We want to stress the role of the boards in oversight and governance of the funds and programmes. We would be grateful if you could clarify how you view the role of the Executive Boards ahead of a possible decision to merge.

Finally, it is essential in our view that the mandates of the organisations, based on Agenda 2030, the Cairo Program of Action and the Beijing Platform for Action are safeguarded when or if they are merged. We will also assess the possible mergers on whether they will strengthen system wide implementation of these commitments.
