PBC: Ambassadorial-level Meeting on São Tomé and Príncipe

Statement delivered in the Peacebuilding Commission by Minister Counsellor Vegar Andreassen

Chair,
Thank you to all the briefers, and in particular to Honorable Minister Gomes Cravid, for updating the Commission and sharing the peacebuilding progress made by Sao Tome and Principe.

We commend Sao Tome and Principe for the progress achieved in implementing the National Conflict Prevention Strategy.

The strong national ownership demonstrated today is precisely what sustainable peacebuilding requires. The implementation progress presented today also illustrates the value of nationally led peacebuilding efforts, supported by coherent international engagement.

We have two main messages today.

First, today’s briefing demonstrates that the engagement of the Peacebuilding Commission and the Peacebuilding Fund has delivered tangible results. These results are closely aligned with the objective in the national strategy of strengthening social cohesion through the reform of judicial and security institutions.

Norway is particularly encouraged by the submission to Parliament of the draft law establishing a National Independent Human Rights Commission. This represents an important step towards strengthening accountability, protecting fundamental rights, and building trust between citizens and state institutions.

Second, the progress achieved so far should not be viewed as a signal that support is no longer needed. On the contrary, this is the moment to consolidate gains and ensure that reforms become sustainable and irreversible.

The initial support provided through the PBF and the Immediate Response Facility has served as an important catalyst for reform. Continued support from international partners, including beyond existing PBF mechanisms, will remain important to safeguard recent progress and maintain momentum.

Looking ahead, the national elections in July will provide an important opportunity to demonstrate continued commitment to democratic governance, transparency, and dialogue with citizens.

We are confident that Sao Tome and Principe will continue to serve as a positive example of democratic resilience in the region.

The strategy emphasizes the importance of creating an inclusive national vision for peace, including a strengthened rule of law, with active participation from women, young people and civil society. How are efforts being made to ensure that this is effectively translated into action, and where do you see remaining gaps that require further support?
