PBC: Ambassadorial-level meeting with the 8th Advisory Group of the Secretary-General’s Peacebuilding Fund

Statement delivered in the Peacebuilding Commission by Deputy Permanent Representative Ambassador Andreas Løvold

Thank you for today’s timely meeting.

We face compounding threats to global peace. The PBF’s role as a bridge between crisis response and long-term development – by catalyzing preventive peacebuilding efforts and promoting a coordinated, coherent and integrated approach to sustaining peace – has never been more important.

We deeply appreciate the Advisory Group’s contribution to the impact and strategic use of the Fund.

Chair,
We hope that the Advisory Group plays a central role in inclusive discussions about the Fund’s new strategy for 2027-2031. In that regard, let me ask three questions that Norway would welcome the Group’s views on:

First, prioritization. PBSO has made great progress on focusing the PBF’s efforts. But, to ensure greater depth of engagement and impact, would it be beneficial if the PBF further focused its resources on a smaller number of country situations?

And, considering how vital national ownership is to the success of peacebuilding efforts, should the PBF further concentrate on situations where such ownership is demonstrably strong?

Second, the PBF’s strategic partnerships. How can the PBSO build on its excellent progress to deepen cooperation with IFIs, both strategically and at country-level? And, building on the annual CSO-UN dialogue, how can the Fund ensure closer cooperation with non-state partners to achieve nationally-owned peacebuilding and prevention objectives?

Third, a culture of system-wide learning. The PBSO has a rich knowledge repository of what constitutes effective and catalytic peacebuilding support to Member States. How can we better ensure that this repository is actively used to shape the UN system’s broader peacebuilding and sustaining peace efforts, also outside of the PBF?

Norway is resolute in our support for the PBF. We strongly support continuing and, at some point, increasing assessed contributions to the Fund. We will also maintain a high level of voluntary support to the fund.

The PBF’s role is critical to realizing nexus-based approaches, promoting a “One-UN” at the country-level, and building peace and preventing conflict where it matters – on the ground.
