COSP: National Statement

National statement delivered by Minister of Culture and Equality Lubna Jaffery at the Conference on States Parties Rights of Persons with Disabilities, 18th session

Chair,

Ensuring the full inclusion of persons with disabilities is a fundamental issue of human rights, social development, and economic progress.

Norway has long pursued ambitious policies to promote the rights of persons with disabilities, both nationally and in international aid efforts.

We remain steadfast in our commitments, as reaffirmed at the Global Disability Summit.

Central to our commitments is the Convention on the Rights of Persons with Disabilities (CRPD), a cornerstone of our human rights framework.

We are happy to share that we will propose incorporating the convention into our Human Rights Act.

This marks a significant step forward, ensuring stronger legal protection, greater accountability, and deeper alignment with international standards.

Across the world, persons with disabilities continue to face discrimination and systemic barriers that prevent them from participating in society on equal terms.

In many countries, marginalization and extreme poverty define their daily lives. This is unacceptable.

If we truly seek to combat poverty and achieve the Sustainable Development Goals, we must ensure that no one is left behind.

This cannot be achieved without the meaningful participation of persons with disabilities, including minority groups, such as indigenous people, children and youth with disabilities.

The importance of strengthening equality should be mainstreamed throughout all UN fora, including the Second World Summit for Social Development.

Chair,

Human rights, democracy, diversity, and inclusion are under increasing pressure. Persons with disabilities are among those most severely affected by this global backlash.

Inclusion is not just a moral duty — it is a sound investment. By ensuring access to education and employment, we unlock potential, foster independence, dignity and innovation, and enrich our communities. Economic challenges must not justify neglect; instead, they should reinforce our commitment to building resilient, inclusive societies.

Let us move forward. Let us commit to a world where everyone, regardless of ability, can realize their dreams and contribute meaningfully to society.
