UN Women: Dialogue on Financing

Statement by Senior Adviser Ms. Anniken Enersen at UN Women’s Executive Board, 30 August 2017.

President,

We find the structured financial dialogue to be of great importance, and we commend UN Women for its work on mobilising resources and to engage non-traditional and non-State donors.

We appreciate the report and the high quality analysis you have provided to this meeting and in the presentation here today. This is very useful.

The purpose of the Structured Financial Dialogue must be to ensure financing of the priorities of the Strategic Plan through more flexible resources.

We would like to see the future dialogue clarify what functions will be financed through core resources and other ‘neutral’ sources of funding. It is important that such resources are used for the UN Women’s normative work at global and country level.

With reference to the SG-report on UN reform, the Structured Dialogue on Finance should also include how system-wide results will be financed.

We would appreciate if UN Women in future annual reporting could elaborate on how you have prioritized within the framework of the Strategic Plan and the criteria for country presence, if targets of resource mobilisation do not materialise.

We commend UN women for the efforts to raise core and non-core funding, and would encourage UN Women to bring the structured financing dialogue to yet another level by taking a proactive role by engaging in strategic dialogues vis a vis individual member states as well as non-state donors.

We encourage UN Women to continue its efforts to ensure transparency with regard to financial resources and how they are spent.

For Norway, the burden sharing is an important multilateral principle, and we would like to encourage member states to increase their contributions to UN Women’s core resources, in order to ensure that the organization can deliver on its very important triple mandate.

Thank you.
