3C: Introduction of IDP-resolution

Introduction of the the Resolution on Protection of and Assistance to Internally Displaced Persons (A/C.3/80/L.50) in the Third Committee, delivered by Deputy Permanent Representative Ambassador Andreas Løvold

Chair,
It is our great pleasure to introduce to the Third Committee the resolution on protection of and assistance to internally displaced persons.

In its nature this is a humanitarian resolution, focusing on the needs of internally displaced peoples and the efforts to prevent, protect and find durable solutions to internal displacement.

Norway had again this year the privilege and honour to facilitate the informal consultation on this resolution which is up for adoption every second year.

As facilitator we would like to express our gratitude to all the colleagues and Missions who participated in the four rounds of consultations.

We would like to recall that since 2023, the last time the Third Committee considered this resolution, the number of people who remain displaced within the border of their own country has increased significantly up to more than 83,4 million - yet another record high.

So, let’s not forget that the IDPs around the world face significant ongoing protection challenges and assistance needs, underlining the continued importance of this resolution.

Through very constructive and cooperative engagement by our colleagues, we reached consensus on updating the resolution in line with General Assembly Resolution 79/226 and its call upon the United Nations development system, in addressing the development needs of internally displaced persons and to find durable solutions for them.

All member states also supported factual updates of the resolution on the UN system-wide approach to internal displacement, including the establishment of the Solutions Hub, and the establishment of the Solutions Champions Group, reflecting developments and ongoing efforts taking place since the adoption of the previous resolution.

Again, we would like to express our highest appreciation of all the distinguished colleagues who participated in the informal consultations. As facilitator we invite all Member States to join consensus and support the resolution.
