Thank you, Chair.
Access to technology and digital infrastructure for all countries is a key priority for Norway and Finland. We have long supported international efforts to advance digital public goods, particularly as tools to help bridge digital divides. This remains an important part of our contribution to inclusive digital development.
Artificial intelligence is a powerful new tool, and all countries should have the opportunity not only to use AI, but also to govern and benefit from it.
The rapid development of frontier technologies poses serious risks to safety and security if not appropriately managed.
That is why Finland’s President and Norway’s Prime Minister recently called for enhanced international cooperation on the governance of frontier AI models. We hope more member states will join the call.
We must address the risks and strengthen oversight — without widening the gap between countries in access to the benefits of AI.
Chair,
Norway and Finland supported the Global Digital Compact and the establishment of the Independent International Scientific Panel on AI and the Global Dialogue on AI Governance.
Because we remain fully committed to these processes, and are mindful of our collective commitment to UN80, we have concerns regarding the draft resolution entitled «Supporting the functioning of the Independent International Scientific Panel on AI and the Dialogue on AI Governance».
Resolution 80/251 calls on Member States to carefully consider the existing mandate landscape when proposing new initiatives.
We thank the Russian Federation for submitting a concept note, but argue that resolution 79/325, which was adopted by consensus in the General Assembly, already defines the functioning of both the Panel and the Dialogue.
In this context, Norway and Finland believe that questions concerning their work should be considered within the framework that Member States have consensually agreed on.
I thank you.
