Chair,
Let me first congratulate you, Ambassador Janina, on your appointment as Chair, as well as the Bureau members. You can count on Norway’s full support.
At a time when cooperation matters more than ever, we must rebuild trust through delivery. For Norway, three priorities should guide the Second Committee’s work.
First, we must strengthen the Committee’s role in implementing the 2030 Agenda.
It remains our common framework. Progress has been made, but it is uneven and insufficient. In the final years to 2030, resolutions must focus on concrete follow-up, national priorities and measurable progress.
Second, we must turn financing commitments into action.
The Compromiso de Sevilla gives us a practical framework. Norway will prioritize tax cooperation, domestic resource mobilization, action against illicit financial flows, corruption and debt distress, and private capital aligned with national priorities and the SDGs.
Third, the UN development system must deliver better on the ground.
UN80 implementation should mean a more coherent, effective and accountable UN. we must respect agreed mandates and remain firmly guided by what Member States have collectively decided. Clear mandates must be backed by the resources needed to deliver real results, with a strong Resident Coordinator at the center and success measured at country level.
But we as Member States also have the responsibility to review and ensure those mandates are fit for purpose and delivering results. It cannot be business as usual this committee season, in every single resolution considered we must implement 4 key commitments made in 80/251 we must:
- Produce concept notes (which include the expected impact, existing mandate landscape, and indicative financial implications of mandates).
- Include mandate implementation review clauses for all new and renewing mandates.
- Agree clearer and more concise mandates (including streamlined preambular paragraphs).
- Consider periodicity of agenda items, resolutions and decisions (consider biennializing resolutions and decisions which are traditionally considered annually, and triennializing resolutions those considered biennially).
Chair,
These priorities must be anchored in decisive action on climate and nature, safe and inclusive emerging technologies, including AI, and in respect for human rights and gender equality. Climate change, biodiversity loss and pollution are eroding development gains. The full, equal and meaningful participation of women and girls, and the commitment to leave no one behind, must guide policy and delivery.
Norway will remain a consistent partner for multilateral solutions grounded in the UN Charter and international law. We will engage constructively, seek consensus and insist on focused, implementable outcomes.
In short: fewer promises, sharper priorities, and real delivery. That is how we rebuild trust: in each other, and in what we can achieve together.
