SC: Ukraine - draft resolution

Explanation of vote by Permanent Representative Ambassador Mona Juul on a draft resolution on Ukraine, 30 September 2022.

We voted in favour of this Resolution. The Security Council has a responsibility to act to prevent and end acts of aggression, atrocities, and certainly breaches of territorial integrity.

We deeply regret that this resolution failed to be adopted due to a single member casting its veto. It is wrong that Russia, an invading force, can also prevent Council action aimed at ending this aggression.   

Moscow has launched an illegal process of annexation of the Ukrainian regions of Donetsk, Luhansk, Kherson and Zaporizhzhia.

The Secretary-General was very clear yesterday affirming that any annexation of a State’s territory by another State resulting from the threat or use of force, is a violation of the Principles of the UN Charter and international law. 

We fully concur.

Whatever outcome Russia announced in Moscow today is contrary to international law, has no legal effect, and in no way changes Ukraine’s sovereignty within its internationally recognised borders.

The Russian Federation, one of the five permanent members of the Security Council, has a clear responsibility to respect the Charter.

Yet, its actions related to Ukraine cuts against everything UN membership is supposed to stand for.

With these actions Russia is isolating themselves from the global community, rejecting multilateralism, international law, and the principles and purposes of the UN Charter. They also continue to ignore the global effects they are causing.

It is unacceptable that the Security Council has, again, been blocked from taking action on this significant threat to internal peace and security. 

We are however assured that the General Assembly now will have the opportunity to take up this grave and important issue - and we urge the speedy production of a Special Report on this use of the veto.

The position of Norway is clear: We are fully committed to the sovereignty, unity, independence, and territorial integrity of Ukraine within its internationally recognised borders.
