Citizens of EU/EEA countries and their close family members are covered by the EU/EEA regulations. The EU/EEA regulations give all EU/EEA nationals and their close family members the right to travel to Norway, as well as live, work and study in Norway.

Who is an EU/EEA Citizen?
When we use the expression 'EU/EEA Citizen', we mean a citizen of one of the EU countries, Iceland, Liechtenstein or Switzerland who is exercising their right to free movement. A full list of the EU/EEA countries can be found here.
A Norwegian citizen is not considered as an EU/EEA according to the Immigration Regulations unless they are living in another EU/EEA country on a permanent basis. Norwegians can also be considered as EU/EEA Citizens if/when they move back to Norway from another EU/EEA country.
Who are close family member of EU/EEA Citizens?
The following family members are considered close family under the EU/EEA regulations:
- spouses and registered partners
- cohabitants who have lived together for more than two years or who have, or are expecting, a child together
- children and grandchildren under the age of 21
- parents and grandparents who can document that they have a need to be financially supported by the EU/EEA Citizen to cover your basic needs, and have been supported over time
Family members of EU/EEA Citizens can apply for a Schengen visa to travel to Norway, with, or to visit the EU/EEA Citizen. They can also apply for a Residence card for family members of EU/EEA Citizens if they wish to move to Norway with or to an EU/EEA Citizen. There is no fee for either of these applications.
Schengen visa to family members of EU/EEA Citizens
Close family members of EU/EEA Citizens can apply for a Schengen visa to travel to Norway with, or to visit the EU/EEA Citizen.

There is no application fee to apply for a visa as a family member of an EU/EEA Citizen.
Residence card for family members of EU/EEA Citizens
If you are from a country outside the EU/EEA and your family member in Norway is an EU/EEA national, you can apply for a Residence card for family members of EU/EEA nationals. The applications are processed by the Norwegian Directorate of Immigration (UDI) and you can normally expect an answer to your application within 6 months from the date you handed in your application documents.
You can submit your application for a Residence card for family members of EU/EEA Citizens to the Royal Norwegian Embassy in Accra and it will be forwarded to UDI for processing. You can also submit your application to the Police in Norway. You can apply for a Schengen visa as a family member of an EU/EEA Citizen to be able to travel to Norway to submit your application there. You will be allowed to stay in Norway until a decision is made in your case.
Please see the UDI website or contact the UDI Information Service if you need further information. The Embassy will not be able to answer questions regarding the requirements to be granted a Residence card for family members of EU/EEA nationals.
Where to hand in your application?
You can submit the application as a family member of an EU/EEA Citizen to one of the VFS Global application centers in any of the listed locations.
You may also submit your application at location of the Royal Norwegian Embassy in Accra. Please send an e-mail to the Visa Section with "Appointment for EU/EEA Family Member" in the subject line to set up an appointment.
If you submit your application in Cameroon, Côte d'Ivoire, Nigeria or Senegal, please allow extra time for shipping to and from the Embassy in Accra. This can take up to a week in each direction. It is recommended to apply at least 4 weeks before the intended departure.
