Ukraine and the Kingdom of Norway share a vision of a Europe that is whole, free and at peace. Our commitment to international law and the fundamental principles of international relations is strong. We reiterate our clear condemnation of Russia’s illegal and illegitimate annexation of Crimea and its aggression in Donbas. Norway reiterates its support for Ukraine’s sovereignty and territorial integrity within its internationally recognised borders.
Ukraine reaffirms its commitment to European standards of democracy, human rights and the rule of law, and to the adoption and implementation in good faith of deep and comprehensive reforms. Ukraine and Norway recognise that political and economic stability and prosperity in Ukraine would benefit the whole continent and its people. Norway reaffirms its commitment to continue to support Ukraine’s reform efforts, bilaterally as well as in cooperation with other partners.
Within the framework of multilateral cooperation, our countries will:
Promote respect for, international law, democracy, human rights and the rule of law;
Work closely with the UN, the OSCE, NATO, the Council of Europe and other international organisations to strengthen international cooperation and regional security;
Contribute to closer economic integration based on free trade and commitment to the rules-based multilateral trading system;
Support a peaceful, negotiated political settlement based on the Minsk agreements;
Implement the non-recognition policy with regard to Crimea;
Support efforts to release all political prisoners and people illegally detained in connection with the aggression in Donbas and the occupation of Crimea;
Contribute to continued cooperation between NATO and Ukraine as set out in the NATO-Ukraine Comprehensive Assistance Package.
Bilaterally, our countries will focus on the following areas:
Support for Ukraine’s reform efforts with particular emphasis on good governance, human rights, the rule of law, anti-corruption measures and energy efficiency;
Humanitarian assistance;
Energy cooperation, aimed at enhancing energy efficiency and energy sector reform;
Defence and security sector reforms to ensure civilian democratic control over and the accountability of the Armed Forces;
Nuclear safety with the aim of securing radioactive material and preventing illicit trafficking;
Bilateral dialogue on European integration taking into account Norway’s experience of the EEA Agreement;
Enhanced trade relations through the reduction of trade barriers;
Bilateral trade and business, taking advantage of the Norwegian-Ukrainian Commission on Trade, Business and Economic Cooperation, as well as various business networks to promote contact and understanding between commercial actors and authorities;
People-to-people contact with emphasis on cultural, educational and scientific exchanges and research, including the study of the historical links between Ukraine and Norway, cooperation in sport and promotion of tourism.
