Norway recognizes Panama’s solid framework for the protection of civil and political rights, its well-functioning institutions, and its strong civil society. We value Panama’s cooperation with the OHCHR in developing tools to improve the monitoring of human rights violations, [as well as the country’s engagement in regional dialogue on migration and asylum].
Norway recommends that Panama:
- Strengthen juridical and physical protection of vulnerable groups, especially migrants and refugees.
- Implement legal reforms and administrative measures for the protection against discrimination on the basis of sexual orientation and gender identity.
- Ensure that law-enforcement responses to protests and social mobilization are consistent with international human rights standards.
- Ratify the ILO Indigenous and Tribal Peoples Convention No. 169.
