on the on the human rights situation in Panama delivered by Mr Martin TORBERGSEN,

President,

Norway recognizes Panama’s solid framework for the protection of civil and political rights, its well-functioning institutions, and its strong civil society. We value Panama’s cooperation with the OHCHR in developing tools to improve the monitoring of human rights violations, [as well as the country’s engagement in regional dialogue on migration and asylum].

Norway recommends that Panama:

  1. Strengthen juridical and physical protection of vulnerable groups, especially migrants and refugees.
  2. Implement legal reforms and administrative measures for the protection against discrimination on the basis of sexual orientation and gender identity.
  3. Ensure that law-enforcement responses to protests and social mobilization are consistent with international human rights standards.
  4. Ratify the ILO Indigenous and Tribal Peoples Convention No. 169.
