Norway welcomes Libya’s participation in the UPR process but notes with regret that despite the many recommendations from the Fact-Finding Mission on Libya, the human rights situation has continued to deteriorate.

Norway recommends that Libya:

1. Strengthen the rule of law, independent courts and prosecution authorities, and end the widespread impunity.
   
   
2. Ensure that women’s rights to participate in political processes, public life and the economic development of Libya is fully ensured.
   
   
3. Ensure the protection of the human rights of vulnerable groups in the context of migration, including immediately ceasing the practice of arbitrary detention.
