on the on the human rights situation in Jamaica delivered by

Norway welcomes Jamaica’s efforts to strengthen legal protections against gender-based violence, [including the The Domestic Violence (Amendment) Act], but we remain concerned about gaps in law enforcement, access to justice, and equal treatment under the law.
Norway recommends that Jamaica:
- Fully implement legislation on gender-based violence, strengthening investigative capacity and ensuring comprehensive survivor support.
- Enhance police training and oversight to ensure compliance with domestic and international human rights standards.
- Enact comprehensive anti-discrimination legislation explicitly prohibiting discrimination based on sexual orientation, gender identity, and gender expression.
- Ratify the Second Optional Protocol to the ICCPR, to abolish the death penalty.
5. Ratify the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
