Norway acknowledge Qatar’s progress on foreign workers rights. However, we still have concerns regarding women’s rights, and freedom of speech [, as well as the use of capital punishment].
Norway recommends that Qatar:
- Takes adequate steps to combat the discrimination against women and [withdraws its reservation and] fully aligns its national laws to the Convention on the Elimination of All Forms of Discrimination against Women.
- Ensures the rights to freedom of expression, association and peaceful assembly, and ensures that civil society, human rights defenders and journalists can operate freely without fear of reprisals.
- Ensures that workers’ rights, including domestic workers, are fully implemented in private and public sector [, while fostering cooperation between authorities, business, international organizations, and civil society].
- Establishes a moratorium on executions, working towards the repeal of the death penalty.
