President,

Norway commends Ethiopia for ratifying the Kampala convention on internally displaced persons, [and for developing a National Action Plan for Business and Human Rights]. However, we remain deeply concerned over [human rights] violations and abuses in Tigray and ongoing conflicts in Amhara and elsewhere].

Norway recommends that Ethiopia:

  1. Aligns the ongoing Transitional Justice policy with international legal obligations to guarantee accountability, justice, reparations, and guarantees of non-repetition.

  2. Ensures that survivors of gender–based violence are included in [government] decision-making processes on issues that affect them, [including the ongoing transitional justice process].

  3. Respects the freedom of expression [, association, and peaceful assembly] and ensures the protection and safety of journalists, human rights defenders, and politicians from human rights violations and abuses, perpetrated by state and non-state actors.

  4. Raises awareness to combat prejudice, stigmatization, and violence against LGBT+ persons.

Thank you.
