Urgent debate on the armed attack launched by Israel against
the State of Qatar on September 9th 2025 Joint Statement.

Mr. President,
I have the honor to deliver this joint Statement on behalf of a cross regional group of XX States, the full list of which is attached to the statement.
Today, we stand united in defense of the rule of law, human rights, peace and security, founded upon freedom, equality, and respect for international law. Today, we stand to condemn the use of force against peace loving countries. Today, we stand to support the State of Qatar, its sovereignty, and territorial integrity, and condemn in the strongest terms the heinous armed attacks in Doha launched by Israel on the 9'h of September 2025.
Today, we express our deep concern over the precedent of targeting a State that is engaged in mediation efforts and facilitating dialogue between parties to an armed conflict.
Such attacks on mediating States do not only constitute a dangerous precedent that may deter neutral actors from engaging in conflict resolution and peacebuilding, but also undermine international and regional peace and security, obstruct peaceful settlement of disputes, and jeopardize the promotion and protection of human rights.
In this regard, we join the UN Secretary General, the High Commissioner for Human Rights, and many others who strongly condemned and rejected the Israeli attacks on Doha. We also welcome the Security Council Press Statement SC/16163 issued on 11 September 2025, in which the members of the Council expressed their condemnation of the recent strikes in Doha, the territory of a key mediator, on 9 September, and expressed deep regret at the loss of civilian life.
Mr. President,
We cannot allow the world to descend into a lawless era. It is high time that the international community uses every appropriate and possible tool to make sure that Israel abide by the principles of the UN Charter and the rules of international law. No one should be above the law.
Today's urgent debate is instrumental to communicating this resounding message.
Accordingly, we:
- Strongly condemn all attacks, threats, or acts of coercion directed against neutral or mediating States engaged in good offices between parties to an armed conflict or political dispute;
- Reaffirm that such aCtlons constitute a violation of international law, including the principles of sovereignty, non-interventlon, and the peaceful settlement of disputes;
- Recognize the crucial role played by neutral and mediating States in facilitating dialogue, negotiation, and the peaceful settlement of disputes between conflicting parties;
- Further recognize that mediation is a cost-effective and efficient tool for conflict prevention, management and resolution, as well as for sustaining peace;
- Urge the State of Qatar to continue its efforts in mediating conflicts through peaceful means;
- Call for robust measures to ensure protection of mediating States from attacks by any party to the conflict, as well as their immunity from the consequences of the conflict itself;
- Finally, we urge this esteemed Council and its relevant mechanisms, the Secretary-General, and the High Commissioner for Human Rights to monitor and report on incidents of attacks against mediating States, and to provide recommendations on strengthening their protection under international We remain committed to supporting mediation efforts and good offices as indispensable tools for the promotion of peace, security, and the protection of human rights.
