President,

I have the honour to speak on behalf of Armenia, Fiji, Pakistan, South Africa and my own country Norway.

We reaffirm our strong commitment to the UPR as a cooperative and action-oriented mechanism, with universality as a defining strength. At the UPR no state can claim a perfect record. But it also provides a yardstick along which to measure progress.   

We must ensure that the UPR process remains inclusive and impactful. It is therefore deeply regrettable that some States have withdrawn or absented themselves. Such decisions undermine the cooperative spirit that makes this mechanism unique and effective. We urge those States to re-engage.

We also stress the importance of implementing resolution 51/30, including adequate resources, and the UPR Trust Funds. They are vital for the participation of LDCs and SIDS and for follow-up on recommendations. We call on all States to contribute.

We encourage States to prioritize implementation of accepted recommendations, share good practices, and support safe and meaningful engagement by civil society, NHRIs and other stakeholders.

Finally, let us explore how we, through technology and otherwise, can ease the workload on the Secretariat and focus limited resources on follow-up of accepted recommendations.  

We remain committed to working with all States to keep the UPR universal, inclusive and effective.
