Thank you, Mr. President

Norway welcomes the High Commissioner’s report on climate change and the need to minimize its adverse impact on the full realisation of the right to food.

Last year the COP28 highlighted the interlinkage between food security and climate change, and the urgent need for transformation of food systems.

We are witnessing devasting impacts from extreme drought and flooding destroying the ability of entire regions to feed themselves.  Climate change has a grave impact on the right to food all over the world.

The main goal in Norway’s strategy for promoting food security in development policy is to improve food self-sufficiency. This is done by supporting climate-robust small-scale food production. Local value chains and markets, nutritious food and integrated efforts are other main priorities.

We do agree on the highlighting of the socioeconomic aspects in the report. Food systems should ensure equitable distribution of food, provide healthy diets, while at the same time ensuring climate-resilience and lowering emissions of the food systems.

How can governments use a rights-based approach in overcoming inequalities in food systems and contribute to mitigation of climate change?

Thank you.
