President,

Russia and Belarus must respect international law. That includes human rights law and international humanitarian law.

Norway strongly condemns Russia’s attack on Ukraine.

We also condemn Belarus for facilitating the attack.

Russia’s reckless attacks on civilians lead to severe casualties and grave violations of human rights.

Independent monitoring is important to limit and prevent further human rights violations. Norway supports the work of the Office of the High Commissioner for Human Rights.

Norway supports establishing an independent international commission of inquiry, to investigate violations of human rights and international humanitarian law.

We demand the unconditional withdrawal of Russian troops from the territory of Ukraine.

We demand that Russia respect for the charter of the United Nations and international law and prevent further civilian suffering.

Thank you
