Madam Vice President,

We thankt the Deputy High Commisioner for her comprehensive report and briefing. 

Norway remains worried about the lack of improvement in the situation of Rohingya Muslims and other minorities in Myanmar.    

We recognize the complexity of the political transition and the peace process that the Myanmar Government is navigating.

However, it is the responsibility of the authorities in Myanmar to ensure the full protection of all civilians, without discrimination.

We are particularly concerned about the situation in Rakhine State, where continued fighting is causing loss of lives and a worsening humanitarian situation.

We urge the Myanmar Government to fulfill its obligation to ensure humanitarian access in Rakhine as well as in Kachin and Shan States.

The allegations of abuse against civilians, including by members of the security forces, are particularily disturbing. It is essensial that those responsible for violations of international law, including human rights violations and abuses be held accountable through credible national or international criminal justice mechanisms.

Norway acknowledges the efforts made by the Government of Myanmar towards implementing the recommendations made by the Advisory Commission on Rakhine State.

We call on Myanmar to increase their efforts to implement the recommendations. Norway is prepared to continue our assistance in the implementation efforts.

The Governments of Myanmar and Bangladesh, the UN and regional actors like ASEAN must work together to ensure the safe, voluntary and dignified return of all refugees. 

The conflict in Rakhine State can only be solved through dialogue and an inclusive political process. Consultations with the affected minority groups is of crucial importance.

We reiterate our support to the mandates of the Special Envoy, as well as the Special Rapporteur and the Independent Investigative Mechanism.
