Good morning 
 
Norway is pleased to reaffirm its strong support for the DREF (Disaster Response Emergency Fund), with our annual commitment of 50 million Norwegian kroner, through our 2023-2025 agreement. This fund continues to stand as the most effective enabler of swift, locally led humanitarian responses. Every day, dedicated staff and volunteers of the Red Cross and Red Crescent Movement support their communities, through brave, determined humanitarian action.   

Throughout this year, we have witnessed the critical role of DREF in action. Just recently, the devastating impact of Hurricane Melissa in the Caribbean underscores the importance of supporting DREF. As climate-related crises become more frequent and more severe, DREF’s capacity for swift, locally led responses is more vital than ever. Through DREF, we can deploy faster to reach those in need and make a tangible difference in the aftermath of disasters.  

At the same time, DREF has the capacity to mitigate the effects of these natural disasters. Norway strongly endorses DREF’s focus on forecast-based action. By anticipating and preparing for disasters before they occur, we can save more lives, protect livelihoods, and strengthen local response capacities. This is cost-effective at the same time as it enhances community resilience. It is very encouraging that there has been a substantial increase in Anticipatory Action-allocations over the last year. Suddenly, Anticipatory Action-allocations reaching 25 % of DREF seems attainable in the very near future. We commend the IFRC for steadfast work towards this target!  

All across Geneva, we are now discussing the Humanitarian Reset. Pooled funds; prevention; preparedness; cost-effective assistance - delivered locally and thus tailored to local needs, are all important parts of the recipe. On all of these accounts, DREF is leading the way. Although we do not yet have the figures for our support next year, Norway aims to be a predictable, long-term partner. We encourage other donors, both governmental and private, to join us in this commitment. Multi-annual support, allowing early disbursements of funds, provides the IFRC DREF with the certainty needed to plan and respond in a timely manner.  We will do our best to contribute to the continued success of this fund.
