Chair, colleagues,

 

Firstly, we would like to thank Director General Amy Pope for setting the stage with her opening remarks.

In light of the challenges outlined by the Director General, Norway would like to offer the following reflections.

We meet in a year marked by record levels of displacement, deepening humanitarian needs, and growing pressure on global aid systems. IOM’s 2024 Annual Report shows both the scale of the challenge and the impact of the Organization’s work.

 

Norway commends IOM for its life-saving efforts and for stepping up with strategic reforms in a complex and demanding environment. We particularly appreciate IOM’s transparency and willingness to keep Member States engaged throughout this process.

 

As the report makes clear, displacement is rising—driven by conflict, climate, and inequality. Over 8,900 migrants lost their lives on migration routes in 2024, the highest number ever recorded. At the same time, more people than ever are relying on IOM for protection, support, and long-term solutions. These numbers speak for themselves—and underline why IOM’s reform agenda must remain on track.

 

Norway supports IOM’s efforts to align with the broader UN80 and Humanitarian Reset processes. Stronger coordination, clearer roles, and better use of resources are essential if we are to reach those most in need. IOM’s growing cooperation with UNHCR, UNDP, and others is encouraged to continue.

 

Norway is a strong supporter of core functions like oversight, internal audit, and accountability. These systems matter—not just for compliance, but to ensure aid is well-targeted and truly reaches the most vulnerable. That’s why we continue to provide unearmarked funding to help maintain these core capacities at a sustainable level.

 

We also value IOM’s commitment to gender equality, inclusion, and protection. It is vital that IOM fully implements UN standards in internal policies and operations. We’re encouraged by progress on staff diversity, disability inclusion, and survivor-centred protection efforts.

 

Colleagues, the work ahead is immense. But this report shows that IOM is evolving in the right direction—adapting to new realities while staying grounded in its core mandate. Norway remains a committed partner, supporting principled action, operational reform, and collective efforts to protect and empower people on the move.
