Chair,
Norway thanks IOM for its reports on its engagement with IDPs. As internal displacement remains high, we reaffirm our commitment to addressing both the drivers and consequences of displacement, in partnership with affected states.
As the report on preventative action makes clear, a holistic approach is needed, spanning both climate and disaster-induced displacement and displacement driven by conflict. Climate adaptation, disaster risk reduction, early warning, conflict resolution and peacebuilding all have a role to play in preventing future displacement. Strong coordination is also required to ensure that resources are targeted effectively, and solutions are locally anchored.
We commend IOM for its engagement with the Action Agenda, including through its leadership as a solutions champion and current chair of the inter-agency Solutions Hub. We would also like to commend Deputy Director General Ugochi Daniels, who has shown a particular engagement on this issue. We appreciate IOM’s continued prioritization of internal displacement in a particularly difficult financial context.
Norway strongly supports the new Internal Displacement Solutions Hub. Beyond the Solutions agenda, we find that it shows signs of being a good model for stronger inter-agency cooperation, in line with the ambitions of UN80 and the humanitarian reset. As we near the end of IOM’s chairmanship, we would welcome your reflections on this new setup, including reflections on the cooperation with co-chairs UNHCR and UNDP, as well as the other Solutions Champions. We would also be interested to hear how IOM is working to embed global and regional initiatives at the national level, particularly through the RCs and UN Country Teams.
We note with interest your report on building solutions pathways, including your assessment of the Internal Displacement Solutions Fund and its role in enabling capacity building in IDP affected states. Norway has made significant contributions to the IDSF as we believe that it can be an effective and catalytic tool to enable solutions to internal displacement.
As mentioned in the report, data is key to enable the solutions agenda. We are concerned by the challenges to high quality data collection posed by the current funding environment, noting that IOM’s Displacement Tracking Matrix and partners such as the Internal Displacement Monitoring Center and the Joint IDP Profiling Service are facing
cuts. We would welcome your comments and ideas on how the data field on internal displacement could be consolidated to ensure that we do not lose this key enabler for both preventative action and solutions.
